  1. Spread the coconut in a dry skillet over medium heat and toast for 3 to 4 minutes, stirring often, until lightly golden. Transfer to a plate.
  2. Melt the butter in a large pot over low heat. Add the marshmallows and stir until almost smooth.
  3. Whisk the cocoa, vanilla, and fine salt into the melted marshmallow mixture until evenly chocolatey.
  4. Remove the pot from the heat and fold in the crisp rice cereal and half of the toasted coconut until coated.
  5. Press the mixture firmly into a buttered 8-inch square pan. Melt the chocolate chips with the coconut oil and drizzle over the top.
  6. Scatter with the remaining toasted coconut and flaky salt. Cool for 20 minutes, then cut into bars.
