  2. Toss the fennel with 1 tablespoon olive oil, salt, and pepper, then arrange the wedges cut-side down.
  3. Roast for 12 minutes until the bottoms are browned and the fennel is nearly tender.
  4. Meanwhile, warm the remaining oil in a small skillet, add the panko and garlic, and toast for 3 minutes until golden.
  5. Stir the orange zest, lemon zest, parsley, and Parmesan into the breadcrumbs, then flip the fennel wedges.
