  1. Whisk the cornmeal, flour, baking powder, and salt in a bowl. Stir in the egg, buttermilk, and melted butter just until no dry streaks remain.
  2. Stir the chicken with half of the scallions and 1 tablespoon of the pepper honey. Keep the mixture loose enough to spoon easily.
  3. Heat a large nonstick skillet over medium heat and brush it with half of the oil. Spoon the batter into twelve small rounds and cook for 2 minutes per side until golden.
  4. Add the remaining oil and cook the chicken mixture for 3 to 4 minutes, stirring, until hot and lightly browned at the edges.
  5. Warm the remaining honey with the crushed red pepper in a small pan or microwave-safe bowl for 20 seconds, then stir until smooth.
  6. Top each cornbread round with chicken, drizzle with pepper honey, and finish with the remaining scallions. Serve warm.
