  1. Heat the oven to 425 F and coat eight cups of a muffin tin with a little oil.
  2. Mix the cooled rice with the egg and 1/4 teaspoon salt, then press the mixture firmly into the bottom and sides of the prepared cups.
  3. Bake the rice cups for 12 minutes until the edges are crisp and the cups hold together.
  4. Meanwhile, heat the remaining oil in a skillet, add the beef and bell pepper, and cook for 5 minutes, breaking up the beef.
  5. Stir in the scallions, garlic, soy sauce, paprika, and remaining salt, then cook for 2 minutes until glossy.
