  1. Bring a large pot of salted water to a boil and cook the cavatappi until just shy of al dente; reserve 1/2 cup pasta water before draining.
  2. Toss the scallions with olive oil and sear them in a large skillet over medium-high heat for 3 to 4 minutes until blistered in spots.
  3. Move the scallions to a board, add the butter to the skillet, and cook until the milk solids turn golden and smell nutty.
  4. Slice the charred scallions into 1-inch pieces and return them to the brown butter with the lemon zest and juice.
  5. Add the drained pasta and 1/4 cup pasta water, tossing until the sauce turns glossy and coats the curves.
  6. Fold in the Parmesan, pepper, and parsley, adding another splash of pasta water if needed, and serve warm.
